April joined Bellcourt early 2018 as our receptionist and quickly progressed to Assistant Strata Manager within just 4 months. Her experience as a Business Account Manager for Telstra Business Direct as well as previous roles in sales and marketing and recruitment which underpins her keen understanding and solution-based attitude. April is passionate about finding a longstanding career in strata management, having completed the SCA Assistant Strata Manager course and her A100 with SCA; and she aims to have her Cert IV in Strata Community Management completed by March 2020, to enable her accreditation as early as possible. Her professionalism, and team work was acknowledged when she was awarded Winner of the 2019 Support Team Member of the Year at the SCAWA convention and awards gala.
Kim joined Bellcourt in July 2019 having worked 2 years in the real estate industry as a property manager.
Kim has recently completed her A100 with SCA and wants to continue developing her knowledge of the Strata industry.
Kim enjoys taking her 2 dogs out with her partner over the weekend.
Philippa joined the Bellcourt team mid-2019 bringing with her over 10 years experience in Accounts and customer service. Coming from working mainly within the Electrical and Construction industry, Philippa is excited to delve into something new and broaden her knowledge base.
She has settled in well and feels very strongly about working as a team to support each other in order to deliver the best customer service possible.
Philippa became a Mum mid-2017 so as well as working part-time for Bellcourt she enjoys being outdoors whenever she can with her young family and is passionate about health and fitness; teaching and participating in Dance classes and attending fitness classes with her daughter too.
Inga joined Bellcourt in August 2019 bringing with her over 20 years of experience in public relations, communications, marketing and logistics from working in Unilever Andina, to the public sector as the Minister of Environment with the Venezuelan Government to running her own events business in a partnership.
Born in Venezuela and living in Perth for over 10 years, Inga also brings a very friendly and passionate personality to the business ensuring creativity and innovation in her role at Bellcourt. She is committed to improving the company’s media profile within the industry and the community through empowering clients to have a voice and mutually beneficial working relationships.
She is a happy wife and a blessed mum of 2 beautiful daughters, together they enjoy an amazing life in Perth, one of the best cities in the world. She loves interior designing, dancing, being outdoors and sharing a good glass of wine or prosecco with friends.
Amy Cooper joined Bellcourt in mid-2019, bringing with her 14 years of strata management experience in the fast-paced NSW sector.
In her organised and calm demeanour, she has handled the vast majority of situations ranging from building defects through to neighbour disputes.
Amy’s exposure to all facets of administration, accounts payable, debt recovery & insurance enables her to be an extremely supportive colleague.
Her easy-going and approachable nature is an asset to Bellcourt and the schemes she manages.
Liz started at Bellcourt mid-2019. She has previously worked as an assistant strata community manager and a property manager.
Liz has a friendly personality and is committed to providing excellent customer service. She recently has completed her A100 through SCA, always searching for improvement.
Liz enjoys relaxing while watching a good movie on the weekends.
Monique joined Bellcourt in 2019 and she brings 6 years’ experience working in strata management.
She has completed her Certificate IV in Property Services & Operations and is an Accredited Member of SCA WA.

Mike joined Bellcourt in early 2013 and has been directly associated with the Strata industry in its many forms for over 12 years. He has completed several business and business management qualification overseas, the Certificate IV in Property Services and Operations, a Diploma in Operations and Facilities Management with the Property Council of Australia, a Certificate IV in Work Health and Safety and is currently completing a Diploma in Asset Management. Mike’s passion for empowerment through knowledge and continual learning enables him to educate his peers, applying Bellcourt’s ethos of educating and producing the most highly qualified and professional strata managers.
Mike hails from an extensive tourism and accommodation background, as a resort and property General Manager for leading Australian resort holiday and serviced apartment providers. This has given Mike extensive hands-on experience with property management, maintenance and presentation. Mike excels in providing strong business fundamentals, combined with detailed financial and budgeting knowledge, enabling him to understand the accounting requirements for large, vibrant developments, as well as the intricacies of commercial strata and short stay accommodation. He thrives on complexities associated with new strata scheme developments and strata schemes with a diverse range of problems, often solving the seemingly un-solvable issues that are becoming prevalent within some strata communities whilst attempting to create and grow social strata communities.
Mike has an extensive knowledge and interpretation of the Strata Titles Act which enables him to carefully manage and help resolve any (all) dispute negotiations and SAT related matters.
Debbie joined Bellcourt in May 2014. Utilising her 30 years’ experience in teaching across the UK education sector, she has transferred her senior managerial and HR skills to the Strata sector. Her professionalism, belief in lifelong learning and working closely with owners has continued to build and retain her portfolio.
Debbie has completed Certificate IV in Work Health and Safety, and Certificate IV in Strata and Community Management and through continuous professional development is an accredited member of SCA WA. Debbie manages a portfolio of residential (+55 complexes), commercial and mixed-use strata companies.
Her passion is supporting owners to empower themselves through education and understanding of their role within their Strata Company. This enthusiasm for her role led to Debbie being awarded the SCA WA Strata Manager of the Year 2018, as sponsored by CHU. This led to Debbie attending the National Conference and awards evening in Auckland June 2019 to represent WA, which was such an honour and she hopes to revisit New Zealand as soon as possible, to explore further.
In January 2019, Debbie began a new role as the first SCA WA Education Manager for two mornings a week. This has enabled her to develop training for owners and fellow Strata Managers, utilising both her educationalist background and her experiences within Strata in WA.
Outside of work, family life is important to Debbie, and with the highly anticipated first grandchild September 2019, a new adventure awaits. Her passion for travel, beach walks, leisurely sampling great food and wines has ensured that much of WA has been explored, and the challenge is now to visit other states and territories, as well as further afield in the Southern Hemisphere.
Courtney joined Bellcourt in early 2015 bringing with her a background in restaurant and healthcare management. Having previously studied Law and Politics at Murdoch University, Courtney has since completed a Certificate IV in Strata Community Management. She is a Level 2 Certified member of SCA WA and has been the finalist for the SCA WA ‘Strata Manager of the Year – Rising Star’ award for the past 2 years.
Courtney’s ability to learn and apply herself to the job over these few years has led to sound knowledge and understanding of the strata industry, surpassing many senior strata managers in WA. Courtney enjoys working with owners to create a harmonious and community-minded environment.
Kim joined Bellcourt in January 2013 after working as a freelance web designer and holds a Bachelor of Commerce (Management Sciences) majoring in Computer Systems and Programming. Coming from a strong accounting background, Kim is a perfectionist in running the Strata Company accounts, and she ensures that Bellcourt maintains a very high level of accuracy, transparency and fidelity.
As the Office Manager, Kim is responsible for keeping the team focused, unified and passionate about Strata, facilitating an environment where every member of Bellcourt can grow and excel at their individual role in the company. She is continually spearheading changes to the way that the office operates, particularly in IT, whilst ensuring that no one (external or internal) is left behind.
In addition to the office management, Kim also manages a select few strata schemes to retain hands-on involvement in the industry, including a 113-lot residential complex in East Perth and 38-lot accommodation in Broome.
Kim has completed her Certificate IV in Property Services & Operations and is an Accredited Member of SCA WA. Outside of work Kim spends a great deal of time renovating her 40-year old house and restoring a 42-year old caravan and looks forward to exploring more of WA’s beautiful coastline with her two dogs and her guitar.
Melanie first joined Bellcourt in 2003 and after a break from her career to raise a family, oversees the business accounts and manages human resources. In 2016 she completed her Masters in Business Administration at Curtin University. Mel brings to the team a level of business knowledge and professionalism that helps Bellcourt maintain its reputation as the leading strata management company in WA. Her primary role is to make sure that all team members have the facilities and access required to shine at their individual role, as well as providing additional support, mentoring and encouragement where needed. Outside of the office she enjoys getting outdoors, hiking and spending time with her family, as well as some quiet time at the gym.
Shannon joined Bellcourt mid-2015, having worked for the last five years with Government Departments including Alinta Gas, Kleenheat and Centerlink. Working in an environment dealing with customer service and sales has well prepared Shannon for work within the strata industry. With her warm personality and strong work ethic, Shannon certainly an asset to our team. She is a member of SCA WA, is currently undertaking her Certificate IV in Strata and Community Management and will be accredited by the second half of 2018.
Shannon has excelled in her role as Business Development Manager, and effortlessly balances her friendly and helpful disposition with striking professionalism, fantastic communication skills and a sound knowledge of Bellcourt’s business standards. She is working closely alongside Scott Bellerby to further expand the business, and evolve the culture of Strata in WA.
Ellen joined Bellcourt mid 2014 having worked several years in retail and customer service. Ellen’s friendly attitude and committed approach to her job brightens the office each day and her application to work is refreshing. After two years working as our office administrator, Ellen was promoted to assistant strata manager beginning of 2017 and to Senior Assistant early 2018. Ellen’s positive attitude and willingness to help is refreshing, she has completed the A100 and Strata Assistant Manager courses through SCA and is completing her Certificate IV in Strata and Community Management.
Joan Bellerby established Bellcourt Strata Management Pty Ltd in 1996. Initially starting with two strata companies, Bellcourt has grown to be one of the largest and most respected strata companies in WA, primarily under Joan’s Directorship. Prior to starting Bellcourt, Joan worked a number of years in strata management and earlier to this, settlements and conveyancing.
Joan has amassed a vast knowledge of the strata industry and knows how to mediate and coordinate a strata company through almost any situation. Joan guides the Bellcourt team daily through all of the challenges and pitfalls which are thrown up and ensures the expertise of our strata managers are second to none.
Scott started with a leading valuation company in 2004 and completed his Masters in Property in 2005. On completion of his degree he moved into the commercial valuation department and became a licensed valuer specialising in office, medical, englobo, medium rise and litigation. Whilst working as a commercial valuer, Scott launched Bellcourt Property Group in 2007 with his brother Kirk, although has subsequently divested his interest in this company.
In 2011 Scott changed direction and started as a development and asset manager for the largest international fast food retailer, significantly increasing the number of stores opened annually throughout WA, while managing the existing store portfolio. Scott was elevated to a Senior Development manager in 2012 and employed and trained a successful team to continue the new store growth.
In 2014 Scott set up Blackmont Property Group with a business partner which consulted to a large national grocery and home hardware chains and a number of other major international and national retailers. Blackmont helps acquire new sites for theses retailers and manages the planning, appeal, tendering and construction phase, through to opening. Blackmont also acquires and develops their own small format retails sites.
Scott started with Bellcourt early 2014 and became managing director mid-2015. He dedicates the majority of his time to Bellcourt, growing and evolving the business and managing existing and new developments as they come online.
